Job Description
Program Manager
Location: Leiden, Netherlands
Working Model: Hybrid – typically 2–3 days on-site, with flexibility to work remotely outside key execution phases
Position Overview
We are looking for an experienced Program Manager to lead a €40M+ Chilled Water Life Cycle Management (LCM) program within a live pharmaceutical manufacturing facility in Leiden.
This is a business-critical, multi-year infrastructure program involving a multi-building rollout in a complex brownfield GMP environment. The program will directly support critical site users, including HVAC systems, Temperature Control Units (TCUs), and Hold Tanks, with a significant impact on site reliability, compliance, and future scalability.
The role requires a senior program leader who can take end-to-end ownership, lead multidisciplinary teams, and drive delivery while balancing complex technical, operational, GMP, stakeholder, schedule, and CAPEX requirements.
Key Responsibilities
- Own the end-to-end delivery of the Chilled Water LCM program from planning through execution and handover.
- Lead a multidisciplinary team including project engineers, Engineering, Automation, Operations, vendors, and contractors.
- Establish and maintain effective program governance, including budget, schedule, risk, resources, change control, and stage-gate management.
- Drive execution across multiple buildings and projects within a live GMP manufacturing environment.
- Ensure delivery within approved CAPEX, timelines, quality, safety, and GMP requirements.
- Manage program-level risks, dependencies, interfaces, and priorities.
- Develop and maintain strong relationships with senior stakeholders and site leadership.
- Align Engineering, Operations, Quality, EHS, Finance, Procurement, and external partners around program objectives.
- Ensure appropriate planning and coordination to minimize disruption to ongoing manufacturing operations.
- Provide clear and structured reporting on program progress, financial performance, risks, issues, and key decisions.
- Drive timely decision-making and resolution of complex technical and organizational issues.
- Ensure appropriate governance and escalation throughout the program lifecycle.
Required Experience
- Proven experience as a Program Director, Senior Program Manager, or equivalent senior leadership role.
- Demonstrated track record delivering large-scale CAPEX programs (€20M–€50M+).
- Strong experience within GMP pharmaceutical manufacturing environments.
- Experience delivering brownfield infrastructure or black utility programs in live production facilities.
- Strong understanding of complex engineering and infrastructure programs.
- Proven experience managing budget, schedule, risk, governance, change control, and stage-gate processes.
- Experience leading multidisciplinary engineering and project teams.
- Demonstrated ability to deliver major programs while maintaining GMP, safety, quality, and operational continuity.
Leadership & Personal Skills
- Strong ownership mindset and the ability to take control of complex programs.
- Excellent senior stakeholder management and influencing skills.
- Able to assess stakeholder power, influence, and priorities and develop effective communication strategies.
- Structured, decisive, and comfortable operating in ambiguity.
- Strong executive-level communication and presentation skills.
- Resilient and composed during high-pressure execution phases.
- Able to influence effectively across different functions, organizational levels, and external partners.
- Strong commercial awareness and a clear focus on delivery.
Ideal Candidate
The ideal candidate is a senior program leader with proven experience delivering large CAPEX infrastructure programs in live pharmaceutical facilities.
You will be comfortable operating at both strategic and execution levels, providing clear direction to multidisciplinary teams while maintaining strong control over cost, schedule, risk, governance, GMP compliance, and stakeholder alignment.
Experience with black utilities, chilled water systems, or complex site infrastructure within a brownfield pharmaceutical environment is highly desirable.
