Lead Contract Manager – Major Infrastructure Project

We are looking for an experienced Lead Contract Manager to oversee the contractual performance of a General Contractor responsible for delivering a major, highly regulated construction project (North Holland) – 24 hours per week – freelance is possible.

You will lead a team of specialist contract managers responsible for multiple NEC4 Engineering and Construction Contract (ECC) Option C contracts covering complex construction packages. In this senior leadership role, you will ensure effective contract management across the project, monitor contractual and financial performance, oversee procurement and subcontracting activities, and manage contractual interfaces, risks and escalations. You will also coach and develop the contract management team and act as a key interface between the General Contractor, project leadership and senior management.

Key Responsibilities

• Lead, coach and develop a team of NEC4 specialist contract managers.
• Oversee the overall contractual performance of the General Contractor, including KPIs, risks, changes and financial commitments.
• Ensure compliance with the requirements and obligations of the overarching framework agreement.
• Prepare, negotiate, manage and close out NEC4 ECC Option C contracts and subcontracts.
• Coordinate contractual interfaces between multiple construction contracts and project packages.
• Oversee procurement and contracting strategies, procurement processes and subcontractor management.
• Monitor contractual obligations, payment applications and financial commitments.
• Ensure the correct application of project-related agreements in line with financing requirements.
• Manage contractual escalations and advise senior management on complex contractual matters.
• Support dispute avoidance and resolution processes.
• Promote compliance with ISO 9001 and ISO 19443 requirements.

Essential Requirements – Must-Haves

Candidates must meet the following requirements

• Education: A Master’s degree in Engineering, Business Administration or a recognised equivalent.
• Contract management experience: At least 10 years of experience in contract management within major capital projects in a highly regulated environment, such as nuclear, infrastructure or large-scale industrial projects.
• NEC4 ECC Option C expertise: At least 5 years of demonstrable experience preparing, managing and closing out NEC4 ECC Option C contracts and subcontracts.
• Leadership experience: At least 5 years of experience managing contract management and procurement teams.
• Quality standards: Experience with both ISO 9001 and ISO 19443.
• Language: Fluency in English.

Candidates must be able to demonstrate both substantial NEC4 ECC Option C expertise and proven leadership experience. These are essential requirements.

Additional Requirements

• Location: The role is based in the Netherlands, with regular on-site presence at the project location expected.
• Security screening: Candidates must be able to undergo and pass the required VGB-B security screening.
• Dutch: Dutch language skills are an advantage and will be considered during the assessment.

• Strategic oversight of contractual performance, KPIs, risks, variations and financial commitments.
• Experience managing complex contractual interfaces across multiple construction packages.
• Strong procurement and supply chain management capabilities, including oversight of main contractors and subcontractors.
• Knowledge of payment procedures, contractual obligations and project financing agreements.
• Experience applying ISO 9001 and ISO 19443 in complex or highly regulated project environments.
• Strong stakeholder management skills, with the ability to engage effectively with contractors, project leadership and senior management.
• The ability to combine in-depth NEC4 expertise with strategic leadership, team development and effective decision-making.
